Petroleum Regulatory Board Adopts Report On Integrating Hydrogen Fuel
The Petroleum and Natural Gas Regulatory Board (PNGRB) on 25th September 2025 unveiled the Roadmap for Hydrogen Transportation & Blending in India. PNGRB officially a report titled “PNGRB’s Roadmap for Hydrogen Transportation through Pipelines and Hydrogen Blending with Natural Gas”, developed by ICF Consulting India. The study was commissioned by PNGRB in 2023 to study the feasibility of integrating green hydrogen into the existing natural gas transmission infrastructure in India.
Some of the highlights of the roadmap are:
● Implementation pathways for hydrogen transportation and blending
● Setting up of India-specific test loop beds and indigenous safety standards
● Institutional mechanisms: Strengthening of Hydrogen Cell & capacity building
● Phased pilots across transmission and distribution networks
● Tariff frameworks, de-blending options, and timelines (2025)
The report was enriched by high-level consultations at NITI Aayog under Dr. V.K. Saraswat and a wider stakeholder workshop at India Habitat Centre, ensuring collective inputs from industry, academia, and regulators.
Commenting on the occassion, PNGRB Chairperson Dr Anil Jain said that the pipeline network must be ‘Hydrogen ready’ to send a clear signal to the industry that this future fuel can be transported to markets. He further noted that the roadmap provides a structured framework for readiness assessment and long-term planning.
In a post on LinkedIn, the PNGRB handle said that the roadmap marks a pivotal step in India’s transition to a hydrogen-based economy, with PNGRB committed to ensuring infrastructure readiness, consumer safety, and regulatory clarity while fostering innovation, partnerships, and policy frameworks to accelerate hydrogen’s role in the nation’s clean energy future.
